Can townhouses or a type different from dwellings in blocks be submitted? In principle, this does not appear to be the most rational. Nonetheless, the bidder could propose any type different from that of the open block provided that the regulations vis-à-vis setbacks, maximum plot occupancy, maximum buildable depth, separation between structures and so forth are complied with. Could a proposal of blocks of more than tour stories be justifiable? No. The maximum height would be four stories (ground floor plus three). Continuing on a different vein, we would like to know if there are any other regulations in addition to point six of the PGOU (Plan General de Ordenación Urbana, the Land Usage and Ruling Act) at Navalcarnero that make reference to the useable floorspace with which the different parts other dwellings must comply. The provisional regulations passed by Ministerial Order 29/05/1969, modified by Ministerial Order 04/05/1979, extended by Ministerial Order 16/05/1974 and modified by Ministerial Order 21/02/1981 specify: Floorspace and bedrooms: one bedroom is 14m2, two bedrooms is 16m2, three bedrooms is 18m2 and four bedrooms is 20m2. If they are concentrated in one part with a dining room and kitchen, the floorspace should be for one and two bedrooms 20m2, three and four bedrooms 24m2. If the kitchen is separate, it should have at least 7m2 that can be divided in 5m2 of kitchen and 2m2 of a laundry area (in which in all dwellings the possibility of drying washing externally without it being viewed from the a public thoroughfare). The minimum useable floorspace for two bedrooms should be 6m2 throughout the dwelling where there is a bedroom with a useable floorspace of 10m2. At the Navalcarnero site the plots to be developed are RC1, RC2, RC3, RC4, RC5, RC6 and RC7. In the panning regulations, in article 23, the uses are set out; in the same article blocks RC1, RC2 and RC7, as unregimented residential use, are also included. Does this mean that they are not included at the planned site? If this is not so, although the agenda is different would the percentages and sizes of the dwellings be the same as those anticipated on the remaining plots? The agenda for all the plots (from RC1 to RC7) is that of affordable housing at a general price, once the local modification has been processed. Since the planning bylaws themselves anticipate some interpretational leeway, we would like to know to what extent the aesthetic aspects of building conditions should be taken into account and, above all, which criteria would the competition panel follow? The competition panel will not consider appropriate a block of avant-guard affordable homes that has the same features as a dwelling found in the old town of Navalcarnero. In section 6.2 (Dwelling Typology) of the Technical Rules and Regulations of Barrio de San Isidro in Navalcarnero, it is stated that the approximate proportion of each type of dwelling (two- and three-bedroomed and those for large families) must be 30%, 60% and 5% respectively. Must these percentages be complied with on each of the plots at the site, or it is possible, for example, to focus on one of several single-type plots?
