In the planning regulations for Loma de Colmenar Phase 1, under point 4.3 (bylaws), information regarding plot B4 is not disclosed. I would be grateful if you advised me of the maximum allowed and if the block is open.

There is an omission from the planning regulations. It concerns the buildable potential of an open block and its maximum height of four stories (page 46 of the Local Plan).

In the brief for plot D4, the regulations specify terraced houses, and in turn that the buildable potential allocates 500m2 for retail use. Is this so?

This is indeed so. Plot D4 has a buildable potential of 0.8m2/m2 of which a minimum of 500m2 should be allotted to retail and business services, whether in an independent building or on a ground floor, shared with the estate (Local Plan, page 48). With which the buildable potential of plot 4 is:
  • 2,117.22 m2 residential (22 dwellings)
  • 500 m2 retail and business


Do the projections count in the totalling of the buildable surface area? It seems that this is not very clear, since in the planning regulations the Local Plan states: "... closed projections will be included in the calculation of buildable surface area". By this it could be deduced that unclosed are excluded. However, in the PGOU (Plan General de Ordenación Urbana, the Land Usage and Ruling Act) it is stated that: "terraces / laundry rooms and projections will be included in the total surface area, regardless of their position as regards the façade, whether they are closed or not.

If you observe the following point in the Local Plan, terraces, balconies or projections are not considered among the structures that are excluded from the totalling of the buildable square metreage. Accordingly, the most sensible line is to comply with the General Plan and calculate them in the total square metreage.

Page 109 is missing from the pdf file of the Plan General de Ordenación Urbana (PGOU, Land Usage Planning and Urban Ruling Act). Would it be possible for you to provide it, please?

Concerning the Loma Colmenar site in Ceuta, it is rather difficult to track the hospital plans. There are jpg images in which the texts are invariably unreadable; in addition, they lack much information with regard to the measurements of the building and its siting at the location. The specific question concerns whether there is a possibility that a vectorial file can be made available such as cad or pdf, so that the details can be updated, being inserted correctly in the general version.

We consider the information given as satisfactory and acceptable for the competition objectives.
